The center conducts pesticide residue safety testing for agricultural products to maintain food hygiene and quality, enhance the market competitiveness of agricultural products, and protect the rights of farmers and consumers. In accordance with the "Food Safety and Sanitation Management Act" and Article 7 of the university’s organizational regulations, the "National Chung Hsing University Pesticide Residue Analysis Center" has been established.
The center assists agricultural authorities in conducting pesticide residue testing for agricultural products and processed goods and is also open to receiving external submissions, providing pesticide residue testing services for various sectors of society. Since its establishment, the center has developed multiple analytical methods for over 300 types of registered pesticides in Taiwan. It has consistently participated in pesticide residue proficiency tests organized by domestic and international testing agencies, receiving excellent evaluations. In addition to routine testing services, the center supports the agricultural chemical courses at the College of Agriculture and Natural Resources (referred to as the "College" hereafter) by providing practical training in pesticide residue testing for students. This training familiarizes them with mass spectrometry principles and their practical applications. The center also supports government food safety policies and responds to emergency testing needs. During the 2011 plasticizer incident, the center was accredited by the Ministry of Health and Welfare and fully engaged in relevant testing services. Currently, the main business involves routine testing and analysis of exported fruits and orchard products in collaboration with the Council of Agriculture, with the number of tests steadily increasing from 261 in 2007 to over 5,000 in 2016.
The center achieved ISO 17025 certification from the National Accreditation Foundation in 2011 and completed the extension testing in 2013, with laboratory extension certification evaluation completed in 2015. Due to the increasing emphasis on food safety in recent years, the Food and Drug Administration of the Ministry of Health and Welfare announced new testing methods for pesticide residues in food. In 2013 and 2014, the announcements included “Pesticide Residue Testing Method - Fungicides (Dithiocarbamates)” and “Pesticide Residue Testing Method - Multi-Residue Analysis (V)”, respectively, expanding the routine testing items to 311. In line with government policy, in addition to maintaining the National Accreditation Foundation’s certification, the center also submitted an application for certification of 311 pesticide residue testing items to the Food and Drug Administration at the end of 2015. The center now holds dual certification from both the National Accreditation Foundation and the Food and Drug Administration, demonstrating significant expertise in testing capability and quality management.
To advance the field of plant medicine, the center collaborates with the Department of Plant Pathology and the Master's Program in Plant Medicine and Safe Agriculture at the College of Agriculture and Natural Resources. It offers courses on pesticide pharmacology, formulation application, and pesticide testing. The center provides guidance to farmers and related professionals, assisting the government in promoting safe and professional pesticide use. This helps rationalize pesticide use, reduce agricultural production costs, improve crop quality, ensure food safety, and safeguard public health.
